State and Federal Updates
9 Days Left of Open Enrollment!
We’d like extend our gratitude to all of the enrollment assisters across Wisconsin who will be working extra hard over the next 9 days to meet the needs of their consumers. Thank you for your work, and please let us know if you need assistance in escalating complex issues.

Clarifying, Eliminating and Enforcing Special Enrollment Periods
HHS has been reviewing current Special Enrollment Period policies to ensure that they are fair for both consumers and insurers alike. This will involve the elimination of unnecessary special enrollment periods, clarification of eligibility requirements around existing SEPs, and enforcement of existing rules. We encourage you to read the full blog post by Health Insurance Marketplace CEO Kevin Counihan.

Weekly Enrollment Snapshot
From November 1, 2015 – January 16, 2016, 224,719 individuals have signed-up for health coverage through HealthCare.gov in Wisconsin. These figures represent the number of plan selections, not necessarily the number of people who have effectuated their coverage. Take a look at this fact sheet for more information.

Forms 1095-A, B, and C
The Marketplace is on track to deliver Form 1095-A, the Health Insurance Marketplace Statement, to the last known address of each tax filer and upload the form to the consumers’ online website account. Consumers who enrolled in coverage through HealthCare.gov need this form in order to file their federal income taxes, reconcile their APTCs or claim their PTC. Consumers may also receive Form 1095-B or Form 1095-C if they or members of their household had coverage in 2015 through plans or programs outside of the marketplace. Click here to learn more about the tax filing process for Marketplace consumers. You can also find more information about Form 1095-A here. The Department of Health Services has also already issued over 1.1 million 1095-Bs out to BadgerCare, Medicaid, and other State of Wisconsin Health Care Program recipients. Here’s a link to the DHS FAQ on the 1095-B.

CMS: Tips for Agents and Brokers
